Room with a View

Every rainy winter, the cliffs in Pacific crumble a little closer to an apartment building. Spectators gawk. Hands are wrung. This year things have gotten just a little too close for comfort, as you can see in the picture. Tell me: Assuming this civil engineering bandaid they're applying to the cliffside succeeds in stabilizing things, who in his right mind would actually live in one of those apartments!?!?

I expect this is something like people who live under dams (or near fault lines...) where the closer you get to the dam (or fault line), the less the residents are worried about it. ;)

I always wonder who pays for a gamble like that?. Insurance,Govmnt,Rich POAs,. How do you sell that type of project unless it is presented as the only choice short of losing everything. As a property owner there I would be looking for a buyout then move to safer ground. But I am an east coaster.
