This is not
the kind of story I really want to read about when Kyla is getting ready to go off to DC for the next two years. The worst of all worlds: a "crime emergency," "ineffective policy," and "race and class tensions simmering." Hot town, summer in the city.

If there is a bright side it would probably be that per-capita DC is most likely a hell of an improvment over New Haven, but that is only from my impressions of both cities.
