Normaly I dismiss all fingerpointing and assignment of blame durring a crises as a cheap attempt to have another news story, it always seems to divert prescious energy from the central task. An article like this and the others I've seen are hard to ignore, there seems to be a consistant blundering while the clock is ticking. Apparantly the storm and flood are not the only disasters.
